Situation

Operating context

The DoD AMRAAM acquisition program required defensible analysis of contracts, proposals, components, production capacity, and supply-chain data to reduce cost without creating schedule or execution risk.

What made the work difficult

Cost opportunities had to be evaluated alongside capacity, lead time, quality, contractual, manufacturing, and schedule constraints in a large acquisition environment with fragmented proprietary data and multiple organizational stakeholders.

Responsibility and authority

Dean served as a full-time engineering consultant supporting U.S. government acquisition activities. His work included cost and proposal analysis, component breakout, production modeling, data-system development, work-instruction development, and government-contractor liaison work.

How the work moved forward

  2. Analyzed components, BOMs, purchase history, production volume, capacity, operations, and lead-time constraints.
